The Inter-governmental Committee on Survey and Mapping (ICSM) recognised the need for standardisation of the acquisition of elevation data, particularly LiDAR, and produced the ICSM LiDAR Acquisition Specifications and Tender Template (ICSM Template).
Part of the ICSM Template includes quality assurance standards to be used in LiDAR acquisition. However, it is difficult for those using the ICSM Template to assess data provided by LiDAR companies against these specifications.
It is important to have an independent checking mechanism available that can be performed on the supplied LiDAR data by the LiDAR provider after acquisition and/or upon delivery to the contracting agency, in an effective and efficient manner.
This Project has developed an ICSM supported LiDAR Quality Assurance tool "QA4LiDAR" to complement the ICSM Template. This software leverages existing tools within esri ArcGIS. It is an easy to use, standard compliance and quality assurance mechanism with approximately 50 feature selectable automated checks.
The tool identifies and reports on errors providing valuable compliance feedback to both the LiDAR provider and the contracting agency. QA4LiDAR has been tested on datasets in rural, regional and metropolitan Australia spanning 5 states and approximately 27,000 sq km. The tool has shown great promise in it's ability to rapidly, efficiently and accurately provide detailed multi vendor QA assessments of large airborne datasets.
