43pl Board

The Board draws directors from relevant jurisdictions and appoints a Chair independent of regional responsibilities. Mel Plumb provides the Company Secretary and legal observance roles, and Mike Ridout provides the executive officer role for the 43pl Board.

  • David Sinclair - Independent Chair

    David Sinclair is a Surveyor by profession, having gained a Bachelor of Applied Science (Surveying) in 1975. After three years of private sector consulting surveying experience in country Victoria, David moved to Papua New Guinea in 1979 as an Area Surveyor for the PNG Department of Works. A year later he was promoted to responsibility for all of the Department's functions in the Western Highlands Province.

    David returned to Australia in 1983, joining the Qasco Group as Manager of its Darwin office. In 1987 he moved to Brisbane as Queensland Manager, and in 1990 became a director and shareholder of Qasco and its subsequent merger entity to form Vekta in 2009. Key responsibilities have been financial control and risk management.

    David is actively involved in the advancement of the spatial profession.

    Jim is the Managing Director and owner of Alexander Symonds, based in Adelaide. His period with the company spans nearly 40 years and he has held prestigious positions within many surveying industry bodies in this time. His services to industry were recognised through the "Spatial Professional of the Year" awarded to him at the 2010 Asia-Pacific Excellence Awards.

  • Ed Garvin - ACT / NSW

    Ed Garvin is a Partner of Garvin Morgan & Co., Consulting Surveyors & Planners. He was Managing Director of OMNILINK Pty Limited, an information systems consulting company specialising in spatial information, to become Executive Chairman.  He holds tertiary qualifications in Surveying and Urban Studies, an MBA and he is a Registered Surveyor in NSW and ACT.

  • Simon Jellie - NZ and International

    Simon founded e-Spatial in 1998 to focus on the integration of location into business operations and workflows. Using his background as a Surveyor and Photogrammetric Engineer and 25 years experience in digital spatial data, Simon now concentrates on emerging technologies, data quality and maintenance processes. Simon is a member of the NZ Institute of Surveyors admission panel for the GIS, Photogrammetry and Remote Sensing disciplines.

    David is the Manager at Whelans (Surveying, Planning, Mapping). He has been an active member in the Surveying and Spatial Sciences community for some 25 years. He is currently the Manager - Business Support at Whelans Australia who specialise in Land surveying, Aerial Surveying, Town Planning and Spatial Consulting . He works across all Whelans business lines, giving him an excellent understanding of the varied issues in the spatial industry.

  • Rob Rowell - Vic / Tas

    Rob is the managing director and owner of Insight GIS. He has over 25 years experience in the spatial industry, with the last 20 spent owning and managing Insight GIS. Rob has held a number of positions within the Tasmanian IT / SI industry. He has a Bachelor of Surveying (UTas) and is a licensed surveyor. Rob is also a graduate of the Australian Institute of Company Directors (GAICD). He remains a member of TASICT and is also a member of the Surveying and Spatial Sciences Institute.
